Vivarto's NetConferencePlus is open source e-democracy/collaboration software for bottom-up generation, discussion, and voting on proposals.

It supports a delegated voting scheme, where you can delegate your votes for specific subject matter categories to someone else whom you think agrees with you and who has more time to think about certain issues (much like VeniVidiVoti and LiquidDemocracy).

I think the system is awesome. Checkout this [demo] showing how a small town could use the software to allow citizens to suggest and vote on legislative proposals.
