Very often a wiki can be understood as a project. There is an overall goal, maybe a vision, that gets things going. So someone (some individual, group, organisation) gathers the resources to set up a wiki as a tool to reach the goal. There is a beginning and a potential end. There is a goal or at least some expectations to measure the development or success of the Wiki.
