On wikis powered by MediaWiki, the term View source, generally means that you can only view the source rather than edit it. If you are blocked then you may view the source, but not edit it.
Usually the wiki MainPage or other OftenVandalized pages will be locked for edition, but allowing for ViewSource enables people to copy code.
