In MeatSpace, it is widely accepted that public spaces, or even shared spaces used by more than a handful of people, will have janitors. This is true even for places where there is an expectation that each user of the space will clean up after themselves. In these cases, the BuildingJanitor has several roles:

clean up messes people forget they left
watch for and attend to vandalism
see that the leaky roof and broken furnace are fixed before they cause cascading deterioration
keep the keys
see that periodic maintenance is performed by someone (water the plants, mow the grass, plow snow)

In many online communities, a like function exists.
