To DelegateResponsibility means to give (limited) powers and responsibilities to a person or a group of people, usually for the purpose of accomplishing a task. The person who delegates responsibility retains ultimate responsibility and is accountable for the actions of those to whom the task is delegated. This is in contrast to DevolvePower, where individuals are responsible for their own actions.
