The introduction of an idea, often in an anonymous, unattributed or "leaked" manner, to see how well the idea is received before it is committed to in any way for attribution.

The metaphor comes from releasing a trial balloon to see "which way the [political] wind is blowing".

A TrialBalloon has a basic diagnostic connotation, in contrast to PushPolling.
