The general competency to to make good use of the internet, "the ability to read and write to the internet". Especially important for a CommunityOnline.

You can find an old sample text/curriculum at http://www.udel.edu/interlit/contents.html that needs to be greatly extended. Missing chapters are e. g. security, collaboration systems, media usage (picture, audio, video).

Typically people are in need for InternetLiteracy and there is probably no city where courses wouldn't find an audience.

Thank you Helmut for this page and the link to a very informative tutorial. Interestingly enough, the provider of this stuff focuses on the big players (in combination with implicitly advertising them) and not so much on the grass roots, i.e. collaboration.
