PowerToTheFew does not use consensus, but it is another, more unjust way of distributing power. Ideally, everyone (the "masses") trusts the government (the "few") and the government in return inquires what everyone else wants to change and attains a consensus, and the government then does what consensus shows the masses want but cannot do. The government also maintains what the people cannot maintain.
But, one can never trust anyone to speak for the masses and thus this doesn't work to help. It still works, but only to harm and cause damage and deny people freedom. A society built off of AutonomousCommunity?s which decide by consensus would be a better and more sensible alternative.
